If you use it in the water the girls will be fed by it and when the insects try to eat the plant will also eat the neem, killing them. I think pulverized is the typical use because many of us use it when the plagues already hit the plants, but I think in the water is good as preventive. I also read the neem used in the water keeps active around a month in the substrate, but if sprayed it last only by a week.
