Hello ! Well it is perfectly normal and no genetic issue here , let me explain : I can see that your are using 2 different CFL spectrum , the red one is on the right and the red spectrum encourage stem growth, flowering and fruit production, and chlorophyll production so it's the best suitable for flowering. On the other hand the left plant is under a blue spectrum wich encourage vegetative growth through strong root growth but will not induce flowering. You can clearly see that the left amnesia is trying to reach the light of your middle led panel because she need that spectrum to fully accomplish the flowering process.Maybe you should try to move the led panel on the left , the red spectrum CFL on the right and the blue one in the middle to have an extra blue in your spectrum and try to keep the lants short.
